The European Commission has published the final version of the General-Purpose AI Code of Practice, a key milestone in the implementation of the EU AI Act, which comes into effect on 2 August 2025.

Developed by 13 independent experts and informed by contributions from over 1,000 stakeholders, this voluntary Code provides practical guidance for developers and deployers of general-purpose AI systems. It is intended to support compliance with the Act’s requirements while offering those who adhere to it a clearer path toward legal certainty and reduced administrative obligations. Companies such as OpenAI have already indicated their intention to adopt the Code

CeADAR played an active role in shaping this document through its membership in the Big Data Value Association (BDVA) and as co-lead of the Ethical and Trustworthy Artificial and Machine Learning (etami) task force. CeADAR contributed specifically providing input and participating in the stakeholder workshops related to identification and assessment measures for systemic risks, one of the central concerns in governing general-purpose AI.

This contribution reflects CeADAR’s ongoing commitment to bridging technical expertise and policy development, ensuring that emerging AI regulations are grounded in practical implementation pathways for industry. It also aligns with national initiatives, including CeADAR’s collaboration with Ireland’s Department of Enterprise, Tourism and Employment through the CeADAR EDIH for AI on the development of the AI Regulatory Sandbox.

In addition, the Commission has published guidelines on the scope of obligations for providers of general-purpose AI models under the AI Act.
